OSPCA Officer Tex Ridder is seeking the public’s help to identify an individual who put a cat in a green garbage bag and put it in a garbage dumpster at 255 North Yeomans St. Belleville, on the afternoon of Thursday 11^th of February 2016, between 5:30 and 5:45 PM.

The cat is a black and white adult female domestic short hair, declawed and possibly spayed. The cat is in extremely poor condition and is diabetic.

The suspect has been described as an older male, possibly in his late 60’s to early 70’s, driving an older Dodge van, reddish burgundy in colour with tinted windows. It was noted that there was a lot of stuff hanging from the rear view mirror. He was wearing a red and green plaid jacket, greenish insulated pants, work boots, and a green ball cap. He was also wearing sun glasses at the time.
